Officer Elections of CCMD Board

The May 24, Colorado City Metropolitan District meeting was the first of their term for new board member Sarah Hunter and returning board member Greg Collins. Board Chairman Neil Elliot welcomed Hunter to the board and gave a brief commentary about the conduct and expectations of the board as they begin their new working arrangements.

The election of officers quickly took place with no changes, as Neil Elliot was reelected

President/Chairman; Greg Collins, Secretary/Co-Chairman; and Harry Hochstetler, Treasurer.

CCMD Manager Jim Eccher proposed a plan to contract out the payroll and human resources for CCMD. According to Eccher, contracting out these tasks can save time and money as well as have the CCMD more upto-date on the rapidly changing rules. Eccher had narrowed information down to two companies he felt offered the best services at the best prices.

Finance Manager Yvonne Barron stated she has been doing payroll which is not normally a finance manager's job and she really needs more time to do her own job.

Eccher and Barron recommended ADP Complete Payroll Services, as they offered a no-contract option, two months of free services, HR training, and employee assistance programs.

After considerable discussion, a suggestion by Director Kraus to table the matter until the next meeting, an inquiry from Director Collins regarding whether the use of ADP could be reviewed in a month and a half, and opposition voiced by an audience member the motion passed to begin using ADP’s services.

The decision of whether to do a state-required dissolved air flotation (DAF) pilot test was discussed. A machine to perform the test is in the nearby vicinity at this time and will be returned to Canada soon. The board stated that testing has to be done at some point and if the machine is returned to Canada, it could cost twice as much to have it done at a later date. Funding is a large concern for the test as it is not in this year’s budget. A motion was passed to perform the DAF test contingent on being able to fund it. Eccher advised he is applying for grant funding.

Conservation Trust Funds in the amount of $125,000 are available to repair the swimming pool. The funds must be used this year. Eccher did not have an estimate on having the boiler and skimmers at the pool repaired.

Eccher asked that green fees be waived for the Friends of Hollydot Golf Tournament on June 11. He described the amount of work and money the group puts into the Hollydot Golf Course and that he wants to help them with their annual fundraiser. The board approved.

An inquiry has been made about leasing 40 acres near the gravel pit for horse pasture. New board member Hunter volunteered to check into the legalities of leasing the land, and would obtain a contract that applied.

Based upon the Colorado City Architectural Advisory Committee's recommendations, applications for four new house builds, two fences, and one roof were approved.
