Part one of the March 29, Colorado City Metropolitan District (CCMD) Board meeting ended in an adjournment to executive session as per Statute 24-6-402-4 of the Colorado Revised Statutes for a discussion of District Manager Jim Eccher and CCMD Finance Manager Yvonne Barron’s positions.
Obviously distressed over the wording and implied direction of the executive session, Barron and Eccher had several questions regarding whether they could attend the executive session. The directors and Chairman of the Board explained that they were not having the executive session to express dissatisfaction with either person. They advised that they would like to examine the job descriptions to see how they can help in the future.
The board also explained that they needed the executive session to discuss the positions and responsibilities, as they are not allowed to have more than two board members together at a time outside of an official meeting.
After the executive session, Board Chairman Neil Elliot advised that each director had been tasked with coming up with tools that could help concerning the District Manager and Finance Manager’s duties. The board will schedule another executive session to share ideas.
Eccher reported that the dump truck the district had been considering buying has been examined and proposed that it be bought, dividing the cost between all departments. A motion was approved to appropriate $22,000 to purchase the truck from the property fund with the allocation of funds being: water department 20%, sewer department 20%, road department 50%, parks, and recreation department 5%, and the golf course 5%.
An offer to purchase lots 429 and 430 of unit 25 for $6000 resulted in numerous motions attempted before the board members agreed to have Eccher counter-offer at $7000 per lot.
Eccher advised that he and consultant/engineer Mike Graber have been meeting with a representative from the Water Conservancy District, and he estimates that funding to start the survey on the Beckwith Dam should be in place by the end of May.
Under Colorado City Architectural Advisement Committee business, a shed at 2624 East Jefferson was approved. It was also approved to spend $300 for an Applewood property survey to establish the correct property lines.
The Duell Well work remains without a scheduled start date. Eccher explained that the company under contract to do the work doesn’t have needed parts at this time.
CCMD received $125,000 in Conservation Trust Funds to use at the Colorado City Swimming Pool. Eccher suggests waiting until the swimming season is over to begin work on the pool, as it will be extensive.
Greg Colter spoke during the citizen's input portion of the meeting, asking what the board's mission statement was on getting the water plant to work and getting the infrastructure needs met. He believes it is time the public was better informed of the conditions and goals of the CCMD.
Eccher also reported that the CCMD road grader broke down and needs extensive work, includeing a bearing in the turbo and an injector.
An estimated 2,700 letters are ready to send to Colorado City property owners letting them know they can request a ballot to vote in the upcoming election. More information on this is available on the CCMD website.
Director Cook inquired about what was being done to help a resident that received a $238.43 water bill and had submitted correspondence to the board regarding the high bill. After a lengthy discussion, it was determined that this bill was the result of a meter compatibility issue that resulted in miscommunication, and that the bill would be reduced.
