CCMD Board Hears Postal Manager's Concerns

Terry Irick, former Site Manager for the Colorado City contract postal unit, addressed the Board of Directors at the July 26, Colorado City Metropolitan District meeting. Irick thanked the community for its support, and described how patient the residents have been as he tried to work while understaffed and out of an unsuitable facility. Irick suggested the board contact State Representatives and Senators, as well as postal officials, regarding the operation of the Colorado City post office.

Irick said that he felt the United States Postal Service had not honored his contract or provided support and assistance as agreed, and had not paid him. Irick also said he sent a list of things that needed to be corrected to honor his contract; and, if at least five of those were not done by closing time Saturday, July 30, he would close the facility and walk away from the contract.

The board agreed the post office service is vital to Colorado City and discussed whether they, as a board, could comment or offer influence. Director Greg Collins strongly recommended that all residents contact representatives to get assistance in keeping the post office in operation. The board asked Director Terry Kraus to draft a letter representing the board to express how vital the post office is to the community.

During the Colorado City Architectural Advisory Committee (CCAAC) section of the work-study, Chairman Neil Elliot asked that the board approve a cease-and-desist order to the group camping on Alondra.

CCAAC recommended approval for a garage at 4531 Manitou Dr, a fence at 4155 Ouray, eight first-level covenant violation letters, five second-level covenant violation letters, and six third-level covenant violation letters.

The board voted approval on all of these CCAAC recommendations, including the cease-and-desist order.

Director Collins recommended, as part of his committee report, that the tap fee be raised to $20,000. He suggested dividing the fee, with $11,000 for the water and $9,000 for sewer due to the urgency of water funds needed to make repairs. The tap fee increase will be brought before the board for a vote at a public hearing meeting.

The CCMD board passed Resolution 08-2022 amending rules and regulations 16.2.3 regarding unlicensed vehicles and authorizing the use of off-highway vehicles on Colorado City roads. Director Kraus asked for a

Director Kraus asked for a committee to be established that would be dedicated to finding a Project Manager to assist with repair of the dam. The board agreed and Directors Kraus and Collins will work on finding a Project Manager.

The meeting was fairly well attended with several citizens speaking during public comment time. One returning speaker asked if a decision about his request for names of complainants of covenant violations filed had been reached. Chairman Elliot explained that the CCAAC board become the complainant, as they investigate all complaints reported and then determine whether to send violation letters.

This speaker also asked if another branch and limb burn could be scheduled. District Manager Jim Eccher said it would depend on when the gravel pit would be crushing but would check into it.

A Santa Fe Drive resident expressed concern about noxious weeds located on the old golf course that are not being sprayed or mowed.

A longtime resident spoke regarding several issues, chief among these was his concern about the water shortage in the area. He expressed concerns about overpopulation, lack of restricted building, unaccounted water loss, storage reduction due to lack of dam repairs, and lack of progress on the repairs to the Duell well.

Greg Colter, from Colorado Rural Water, gave a presentation entitled "Effective Utilities Management” which explained the importance of asset management, finding your assets, and using asset tools and plans. Colter will conduct a workshop with CCMD employees and board members.

Resolution 09-2022 accepting and confirming roads that will be maintained by CCMD was passed. Expedited cul-de-sac roads on Gilpin St., Douglas Way, Jefferson Ct., and Chucker Ct. need to be on record as CCMD maintained to avoid confusion with Pueblo County roads.
